It’s probably a file that has lost it’s file extension. Sometimes it is not possible for the operating system to identify the file type based on the file contents. If you open a non text file (image, audio, etc.) in a text editor, it will show something similar to what you described.

This happens because all data on computers is represented as a series of bits. When you open a file in a text editor, it attempts to map groupings of bits (usually bytes) into characters that can be displayed on the screen. When the data doesn’t actually represent text, arbitrary character symbols are displayed.
