Flooded with complaints about motorists speeding in Airdrie, local municipal enforcement officers are taking to the streets to combat the problem.

Speeding topped municipal enforcement complaints and violations list in 2012, with 1,492 violation tickets being handed out, and 2,024 traffic related complaints being received.

always going to have problems with speeding and you can never have enough officers out there, but if you can deter speeding, you going to prevent crashes, explained Darryl Poburan, the city manager of Municipal Enforcement.

But what makes Airdrie a bit unique and a possible cause for so many complaints is that most residential streets are 30km/h speed zones.

And while often the ire of some drivers, the 30 zones are there for good reason the city said.

Introduced back in the 1980s as part of By Law No. 803, section 301 explicitly states that unless otherwise posted, motorists must not drive in excess of 30km/h on any town road or by a school, 20km/h in alleyways or 15km/h in a parking lot.

primarily for any residential streets, explained Mark Locking, the city director of Community Safety and Corporate Properties.

Locking, who began his career with the city in engineering, said the 30km/h limit was always maintained over the years.

are a relatively young community the demographics are lots of young families, young kids. In terms of safety, the 30k was maintained, he said.

Back in the late 80s and early 90s, he said the speed limit was often problematic, especially for out of town drivers.

had visitors coming out from Calgary being blown away it was 30, he said. had to do a comprehensive signage program warning drivers. why you see so many posted speed limit signs in the city now, Locking noted.

On the front line of the fight against speeders in Airdrie is Municipal Enforcement Officer Annette Brown.

She one of six dedicated traffic officers that look to make a presence known in the city, deter speeding, and dish out tickets if need be.

set up on the street and target the specific streets we having problems with, Brown explained. sit there and try to have more of a presence so people know we in those areas. she knows first hand the dangers of speeding.

Often, she step out to flag down drivers excessively speeding and they can stop.

had high speeds up to 80km/h in residential areas, she said. people,

very fast on a residential street they don have time to see someone step out. If I see a speeding car, and I step out (to pull them over), they can not stop. said most people argue 30km/h is too slow. She disagrees.

designed so that when something does happen, you have time to react and the reactionary gap and are able to perform a break application without hitting the object, person, or animal, she said.

Locking agreed, and said in most occasions those people at risk of being hit could be a friend or family.

the residential it seems perfectly logical to have slower speeds, he said. you step back and think about it, probably 80 per cent of people driving in those areas are your neighbours anyways. terms of violation tickets handed out, parking came in a close second with 1,252 citations issued, and 632 complaints received over the year.

However, it did not include infractions that fall under the new Community Standards Bylaw, which until recently, residents parking their RV improperly could not be ticketed.

The new bylaw also tackles unsightly properties, which could increase those numbers this coming year.

going to be more things happening on the bylaw side of things, like unsightly premises, Poburan said.

Ticketing dog owners was third on the violations list, with 159 tickets being handed out, but the number of complaints drastically outnumbered the violations with nearly 1,500 calls to bylaw over the year for dogs alone.

have 8,000 or 9,000 dogs, Locking said. you have that many dogs, there bound to be complaints. complaints were for barking, off leash or someone calling in their neighbour who thought the dog may be unlicensed.

ugg button Skyler Kauffman Souderton Murder Homicide

ugg boots short classic Skyler Kauffman Souderton Murder Homicide

Skyler Kauffman was due home for dinner, but her mother and grandmother hadn’t seen the fun loving little girl. They were starting to get worried.

At the same time 5:45 Monday afternoon, police say Heather Clemens heard a girl screaming pitifully from the basement of the Souderton apartment complex where she lived with fianc James Lee Troutman.

Two or three times, a female voice “wailed” a long drawn out “noooo,” Clemens later told investigators, before she heard loud crashing noises and a sound like someone being thrown to the ground. She called Troutman, but he didn’t answer. Five minutes later, Troutman returned her call saying he was exercising at a local school and he hoped “everything’s OK.”

Heather Gebhard and her mother, Pamela Gebhard, began scouring the Souderton Gardens Apartments complex and the nearby streets of the quiet Montgomery County borough for Skyler, then called police when they couldn’t find her. Local police issued an Amber Alert for the dark haired girl, last seen in a Justin Bieber T shirt, yoga pants and Ugg clogs, and swarmed the area.

It was too late. Just before midnight, Montgomery County detectives found Skyler’s bloody body, wrapped in a comforter and tossed in a trash bin at the apartment complex. A single Ugg clog was found on the basement floor, near a pool of blood and blood spattered walls. A trail of blood led from the basement to the trash container.

On Tuesday afternoon, police charged Troutman, 24, who lived in Apartment 33 of Skyler’s building with raping and murdering the third grader in the basement of the complex.

Troutman confessed what he’d done to detectives, they wrote in an affidavit. The 6 foot 2, 283 pound man said he just “snapped,” choking the girl with his hands, then smashing her head against the concrete floor, the detectives wrote.

“It was like a whiteout,” he said. “I got rid of her. I think the Dumpster.”

When asked why he’d killed the little girl, Troutman told detectives, “because once I took her down the basement I knew she could get me in trouble.”

“It’s one of those situations where everyone did what they were supposed to do and unfortunately we couldn’t prevent the death of a child,” said Montgomery County District Attorney Risa Vetri Ferman. “Her family looked before they contacted police; there was no overreaction. It appears from everything we know that the crime took place very quickly and the body was disposed of very quickly and I can’t say there was anything anyone could have done that would have been able to prevent this tragic event.”

Troutman was arraigned before District Judge Kenneth Deatelhauser Tuesday afternoon and committed to Montgomery County Prison without bail on charges of first and second degree murder, kidnapping and a host of sexual offenses. A crowd of onlookers jeered and hurled epithets from a grassy hill across the street as he was led away in handcuffs and a bulletproof vest, shielding his face with his hands and later, with court papers.

It wasn’t the first time Skyler had a run in with Troutman, Ferman said. Just three weeks earlier, on April 18, she and a friend reported that Troutman had tried to lock them in his apartment and asked if they wanted to “see his bird” after allowing them in to use his bathroom. They got spooked after discovering pictures of naked women and bolted.

Police were called, but no charges were filed. Ferman said that while she doesn’t have all the details, she doesn’t think what happened in that incident rose to the level of a crime, and she asked local police not to discuss it to avoid prejudicing the prosecution.

Neighbors said Troutman had moved into the apartments within the last few months and wasn’t well known around the complex.

Skyler, however, was known to many. Neighbors described the 9 year old as a precocious, bright, outgoing girl who loved to play dress up and was full of energy. Her mother, Heather Gebhard, talked on her Facebook page about a birthday party for her daughter, her Brownie activities and how she didn’t want to come home and go to bed.

“She was a little bit of everything,” said neighbor Cori Wagner, whose 2 year old daughter Zoey sometimes played with Skyler. It was a common ritual in a cramped complex where the lot doubled as a play area for the residents’ kids. and were unable to locate her. Then, according to court papers, apartment residents Waldamar Rios and Elissette Triana approached police officer James Throop with ominous information. They had found a puddle of blood in the basement of the complex.

Throop headed to the basement where he found a large puddle of blood, what looked like blood spattered on the heater and the single clog.

Police called in Montgomery County detectives and officers from surrounding departments, according to court papers. That’s when county Detective Edward Schikel bumped into Troutman and noticed what would become a key clue: a substance that appeared to be blood on Troutman’s sneaker.

“I don’t think it is possible for me to overstate the significance of Detective Schikel’s discovery,” Ferman said. “To spot blood or what looked to be blood on a sneaker that was black in the dark was an extraordinary observation. Without the observation, I don’t know that we would be here today.”

Schikel questioned Troutman about his whereabouts and went to his apartment, where a search revealed exercise clothing that was “extremely saturated with blood” and caked with mud, and began to question Clemens, Troutman’s fianc who agreed to help the investigation.

It was then that she told investigators about hearing the screams.

She also said when Troutman came home about 15 20 minutes after she called him, he was “dirty and sweaty” and had “caked on mud” on his clothes and the front of his body. He threw the clothes in the hamper, showered, and they had dinner.

An autopsy performed Tuesday attributed the girl’s death to asphyxiation and blunt force trauma. Her genital area showed severe trauma.

Ferman said Troutman had no significant criminal history he pleaded guilty to shoplifting in 2008 and was not a friend of Skyler’s family.

Skyler attended E. M. Crouthamel Elementary School on School Lane in Souderton. Residents who showed up at the crime scene, standing near an array of television, radio and newspaper reporters, said Skyler would have been 10 years old next month.

Frederick C. Johnson, the Souderton Area School District superintendent, said grief counseling was available for all students at the elementary school.

“It’s a very sad day,” Johnson said at a midday news conference. “We cannot express to the family our feeling of sorrow and loss. We want to share with them as much as possible again our grief at this time in their lives. We pray they have strength, and the good Lord gets them through this and we will help them as part of our family.”

Linda Koldenhoven of Altamonte Springs admits she indulged this holiday, spending more on luxury gifts, including a Gucci wallet for her teenage son and $360 Christian Dior sunglasses for her daughter.

The well heeled mother of three and owner of The Christensen Group agency in Sanford even received her own holiday treat: a $9,000 full length, chocolate colored mink coat a gift from her husband.

Luxury retailers, from Neiman Marcus to Louis Vuitton, are expected to drive the nation’s retail sales growth this holiday, fueled by cash happy customers willing to spend more than in years past. And it’s not just big name stores: Auto dealerships and jewelry stores are reaping rewards.

“I haven’t seen this kind of activity in years,” said Eli Portnoy, a luxury market expert and president of Los Angeles based The Portnoy Group. “People are feeling the need to buy premium brands like never before.”

Portnoy credits the country’s middle income shoppers for spurring the trend. Consumers, who a few years ago were buried by the weak economy, are throwing money at Coach bags, Tiffany Co. jewelry and other luxury brands with midlevel price points.

Take Neiman Marcus, the high end Dallas based department store chain that’s having one of its best holiday seasons in years. In November, same store sales climbed a respectable 8.4 percent, beating most other chains.

“Growth from our fine luxury brands apparel, the designer pieces has been amazing. Through the roof, actually,” said Bunny Johnson, vice president and general manager at the Neiman Marcus in Orlando.

Watches are selling well, especially the diamond encrusted Franck Muller pieces that can run upward of $100,000. But trendy, more affordable luxury pieces are difficult to keep in stock.

On Friday, the store at Mall at Millenia received a shipment of 45 pairs of Ugg shearling boots that retail for $150.

“We realize that nobody needs anything we sell,” Johnson said, “It’s pure fun, luxury things they’d like to have.”

Still, those boots are nothing compared with what some of Orlando’s elite shoppers have been snatching up.

Sales at La Belle Furs Outerwear in downtown Orlando are up 20 percent this month compared with December last year, said owner Art LaBelleman, whose family has run the furrier for 85 years.

He attributes some of that growth to fashion trends fur, real or faux,
ugg boots china starved Shoppers Flock To High
is in style. Even so, customers are definitely splurging, he said. Cashmere shawls and ponchos trimmed in fur are selling exceptionally well, despite their price tags of $500 to $2,000.

At Parker Boat Co., in Orlando, December sales are up a whopping 30 percent, said Nick Hanna, general sales manager. Just since the start of the month, the store has sold a $500,000 39 foot power boat, and two yachts for more than $800,000 each.

“There’s just been a wave of people in the store who aren’t holding back,” Hanna said.

For the first time in at least three years, the company is delivering a boat complete with a big red bow on Christmas Eve to a customer who bought it as a surprise gift for his family. The price: $25,000.

Those hood sized bows come free of charge at the Mercedes Benz of South Orlando dealership, which is on pace to post a record month. The dealer sold 50 cars in the first two weeks of December.

“We don’t have the volume that we’re used to, but the people who are coming in are buying,” said Edward Jablon, general manager. “Several customers paid in full and are picking up their cars on Christmas Eve.”

The bows are a pittance compared with the price of the cars, which range from $29,000 to $190,000.

These retailers and others in Central Florida credit the summer’s hurricanes for the uptick. In times of tragedy, consumers tend to want to splurge on something nice, said Mark Blinderman, owner of Jewelers of Maitland.

“I think people feel like they deserve a treat after everything they’ve been through, with the hurricanes and all,” he said, adding that his yellow diamond pieces in the $35,000 to $80,000 range are moving well.

It’s unclear how the boom in luxury sales will affect the market overall. Some experts predicted early in the season that consumers’ desire to buy nice things could hurt Wal Mart,

the retail behemoth known for its low prices.

EK M.2 NVMe Heatsink Visually Pleasing M.2 Cooling

EKWB is a Slovenian manufacturer of high performance water cooling parts and accessories designed to meet the needs of the most discerning PC enthusiasts. EK gets their name from the initials of their founder, Edvard Konig, who began designing and manufacturing water blocks back in the late 1990 eventually producing and manufacturing his first line of waterblocks in 2003. Since their inception, EKWB has built a reputation for making some of the best water cooling components in the industry and they also have a lineup of AIO cooling solutions for users who don want to get involved with full loop water cooling. Today, I am looking at the EKWB M.2 NVMe Heatsink, a product designed to reduce temperatures of M.2 storage devices while also giving a unique aesthetic to a typically green or black sticker covered M.2 drive.

Manufacturers like Samsung and Intel have been pushing M.2 NVMe drives that are capable of insane low latency performance for years now, but these drives are known for their penchant to run at high temperatures under even normal workloads, which can cause performance throttling once reaching a certain threshold. For everyday users, performance throttling of M.2 storage drives due to thermals is probably an afterthought and the major SSD manufacturers have safeguards built into their drives to help avoid long term damage due to heat. For PC enthusiasts who want to ensure their M.2 drives are running optimally and reduce the risk of throttling performance, EKWB has produced custom aluminum M.2 NVMe heatsinks in a variety of colors.

EK M.2 NVME Heatsink Technical Details

EKWB ships the M.2 NVMe heatsinks in a small white box with the color of the EKWB block noted on a darkened box. Our samples arrived in excellent condition, with all of the boxes properly sealed and looking good, with no external damage. While the box doesn have any visual flair, it perfectly adequate for the product it contains and suitable for the worldwide market that EKWB is serving.

Once you open the EK M.2 NVMe Heatsink box, the heatsink assembly along with an assortment of included components slides out. EK has packaged everything well within the little box and it all arrived undamaged and in good condition. The thermal pads and included clips seem to be high quality parts.

EKWB ships every M.2 NVMe Heatsink in a protective bag with an EKWB anti tamper sticker in it, which keeps the heatsink well protected during shipping. If you should receive an EK M.2 NVMe heatsink without this protective packaging, it may have been tampered with or used previously.

The instruction guide included with the EK M.2 NVMe Heatsink is very basic and more of a parts diagram than anything, as it doesn have any steps or detailed info on how to do more daunting steps, like getting the clips on optimally.

EKWB includes two different thickness of high quality thermal pads with their M.2 NVMe Heatsink. These pads are to be used to ensure proper contact between the M.2 drive and heatsink and EKWB includes enough material to do a couple of installs. There is tape to protect both sides of the material and this tape can be a bit tricky to peel, but that better than having it fall off during shipment and leave your thermal pads covered in debris.

The packaging of the EKWB M.2 NVMe heatsinks is adequate and professional, with EKWB taking every step to ensure the customer is receiving a complete product that is well packaged and ready to be installed with little modification, right out of the box. Our heatsinks arrived in good shape,
ugg boots cardy 2 NVMe Heatsink Review
without any missing parts or shipping related damage.

A Closer Look At The EK M.2 NVMe Heatsink

The EKWB M.2 NVMe heatsink features two pieces, both manufactured to exact standards from high quality aluminum. The main heatsink is3.5 mm tall from the base to the top fin, with the fins having about 2mm of spacing between them. The main piece of the EKWB M.2 NVMe heatsink is very solid and durable, with all of the fins consistent and smooth. EK has several colors available, with the black, red, nickel and blue versions pictured above and purple, green and gold not pictured. Regardless of color, each EK M.2 NVMe heatsink features the same exact reflective EK logo and the look is absolutely beautiful, with EK taking time to ensure the heatsinks have an industrial appeal paired with a decent selection of beautiful anodized colors available. Looking closely, we can see that EK has done a good job with the machining on these heatsinks, though there are some small scratches in the nickel that I noted.

The base of each EKWB M.2 heatsink is machined well, though I was able to polish them a bit more than they were from the factory and the bases were certainly far from smooth, with some having light scratch marks and other minor imperfections. Given that these use a thermal pad for interface and the surface is smooth enough, I doubt lapping would help much, especially given the thin amount of material available. I recommend to anybody purchasing a new heatsink to clean it properly with some isopropyl alcohol and a microfiber cloth before use, as there is no telling what could be on the surface left over from manufacturing and it always nice to make sure your surfaces are clean before mating.

The backplate for each EKWB M.2 NVMe Heatsink is the same, a thin, nicely machined piece of aluminum with proper cutouts for the screw and clips. Because the backplate has a hole on one end, it is impossible to line up improperly. The backplate is the same length and width as the top part and is very nicely manufactured. The thin nature of this backplate allows for the EKWB M.2 NVMe Heatsinks to not interfere with motherboards that have proper spacing while giving the main heatsink a solid foundation to grasp and hold to. I seen some solutions that just sit on top of the drives with thermal tape, but don actually secure to the drive beyond that,
ugg boots cardy 2 NVMe Heatsink Review
so EKWB has done a good job with their heatsinks when it comes to providing the foundation for a secure installation.

The scheme which aims to trip up crooks by putting every aspect of their lives under the microscope has been praised as a shining example by home secretary Theresa May. Copies of Ugg boots for adults and children, 50 Barbour jackets, 70 Juicy Couture tracksuits and 150 Paul’s Boutique jackets and 40 bags were recovered. Other famous name brands included North Face, Armani, G Star, Abercrombie and Fitch, Nike and Adidas.

Salford council trading standards, in partnership with the police, recovered the goods from a unit belonging to Gorsi Trading Ltd on Broughton Lane.

GMP said a 29 year old man from Newton Heath was arrested on suspicion of possessing counterfeit goods. A full investigation has now been launched.

Coun Ray Mashiter, Salford council lead member for environment, said: “Coming up to Christmas people may be tempted to buy designer branded goods that are being offered at prices below the normal retail value.

“Counterfeit goods are often difficult to identify but if you are offered a deal which seems too good to be true then they are probably fake. Counterfeiting is not a victimless crime as it is often linked to organised criminality. Those who carry out this type of fraud are damaging legitimate businesses and very often do not pay any taxes.”

Anyone who may have information about the sale of counterfeit goods can contact Consumer Direct on 0845 040506.
